• Business Analysts must have strong experience developing large and complex systems.
• Analyst will perform business analysis functions on systems modernization development projects using a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies and operations ofmultiple programs and services.
• Resource must be capable of articulating and recommending solutions that enable projects to be successful and goals met.
• Specifically, this includes actively participating in requirementsgathering sessions to analyze, define and document business processes, software requirements, data management systems, interface specifications and development of specifications for technology initiatives.
• Analyst will also work as a liaison between IT and business representatives, analyzing business activities and presenting the findings for analysis of solutions to purchase, implement, or develop.
• This includes working with development team members by collaborating on the development, testing, deployment and adoption of solutions.
• In addition, Analyst will be responsible for communicating and consulting with system user populations concerning system changes and implementation planning for changes and releases.

Project Deliverable:

• Collectively and individually, the Business Analysts will be responsible for gathering and documenting business requirementsand specifications for System Modernization related projects. Each resource will work closely with other IT and business professionals using a Systems Development Life Cycle to deliver application functionality to end users.
• More specifically, each will:
• Conduct requirements sessions 
• Document and define business processes and requirements Conduct functional decomposition 
• Develop specifications Assist in system design 
• Assist in Quality Assurance duties when needed 
• Assist in project management duties when needed Transfer knowledge to staff 

Mandatory Qualifications: 

• B.S or B.A degree with one (1) year of experience as a Business Analyst OR
• Associate’s degree with three (3) years of experience as a Business AnalystOR
• Five (5) years of experience as a Business Analyst
• Two (2) engagements/projects lasting more than six (6) months each in the role of a Lead Business Analyst 

Desired Skills:

• Experience working with a State Medicaid Management Information System (MMIS) Experience with health care eligibility and/or health care claims 
• Experience moving from mainframe to web-based technologies 
• Experience with Human Services Systems (County, State or Federal) 
• Experience with all aspects of the Software Development Life Cycle (SDLC) 
• Bachelor’s degree in computer science, information systems, or technology 
• Experience writing Use Case documentation 
• Experience using Agile/Waterfall methodologies 
• Business Analyst Certification (IIBA certification or equivalent

Daily Tasks will include but not limited to the following:
Work as a liaison among stakeholders in order to elicit, communicate and validate the requirements for changes to current business reporting requirements and policies for the development of new operational reports and analytics. 
Conduct data analysis of business and user needs and developing business requirements documents in accordance with therequirements and protocol of the ITS EIM Division during multipleproject phases to convert the numerous Oracle Portals, Business Areas, and Discoverer Workbooks to the current Oracle analytical reporting platform. 
Create business documentation (Business Requirementdocuments, use cases, swim lanes, process documentation) that detail the Business Intelligence reporting requirements and deliverables for OBIEE reports, dashboards, and ad hoc tools. 
Work closely with Data Warehouse and Business Intelligence technical team members and various Business Owners to create Business Requirement documentation and to communicate the business requirements to the technical team for development of logical and physical dimensional data model reportingrequirements. 
Collaborate with data modelers, ETL developers, programmers and the business owners to translate report requirements, provide clarification of business rules, prioritize development, obtain signoff and ensure successful delivery of accurate end user reporting requirements 
Create and execute test scripts, scenarios, and test plans to validate initial business requirements and report output through the DEV, QA and PROD migrations testing for accuracy and sign off on deliverables. 
Assist in providing training & end user support for staff utilizing the OBIEE Analytics tool

RESPONSIBILITIES:

SUMMARY

·         Under minimum guidance, develops and maintains the BCBSM internet website and secured portals

·         Responsible for the development, testing and implementation of complex web solutions using JavaScript frameworks

·         Serves as consultant for department on web projects and mentors web designers and non-technical team members

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

·         Provides technical leadership and mentors web designers on technical issues and best practices.

·         Develops and maintains the BCBSM internet website and secured portals

·         Designs front-end web solutions and performs testing and implementation

·         Monitors competitive landscape to find best practices and strategies to provide new design recommendations.

·         Provides technical support with the integration of front-end HTML, CSS and JavaScript design deliverables to the back-end development deliverables in conjunction with IT.

·         Maintains portions of our secured services portal in conjunction with IT which requires expert competence in BackboneJS, Moustache, RequireJS, UnderscoreJS, JavaScript, JQuery, JSON, HTML and CSS.

·         Partners and consults with internal clients for site development followed by the creation of entire sites from conceptualization to site launch. Includes gathering and developing business requirements, consulting to ensure user-friendly architecture, prototyping, web authoring, and effective time management.

·         Develops prototypes and mock-ups to help develop, demonstrate, and validate business requirements to ensure all stakeholders understand what will be built and to help identify potential issues early in the project.

·         Leads research activities to implement new web technologies and provide ideas for technical or business improvements

·         Monitors and delivers key performance indicator reports of site and campaign activity to drive the ongoing development and optimization of compelling web content in order to increase traffic and time on site, drive product sales and increase registrant opt-ins for loyalty and retention programs.

·         Participate in quality assurance and UAT testing and monitoring automated tools to improve and maintain quality standards.

·         Assists in gathering and documenting business requirements, developing prototypes and formulating test plans.

·         Supports CMS publishing tools in conjunction with IT teams.

·         Perform other related duties as assigned.

QUALIFICATIONS:

TOP THREE SKILLS (Prioritized):

1.            Ability to work closely with management and business analysts to understand and translate business requirementsinto creative technical solutions that address company goals

2.            Proven ability to understand Enterprise level applications, design, develop and integrate new features into existing systems, identify dependencies and risks of new tasks and features

3.                   Ability to collaborate with IT development teams and ensure solutions are delivered in line with department objectives

EDUCATION AND/OR EXPERIENCE:

·         Bachelor degree in related field preferred

·         Seven (7) plus years of web related software development experience

·         Three (3) plus years of experience as a Systems Analyst, Sr. Developer, or Software Development Lead

SKILLS AND ABILITIES:

·         Expert proficiency in all of the following: Javascript, BackboneJS, MustacheJS, jQuery, HTML, CSS, and JSON

·         Competency preferred in the following: RequireJS, UnderscoreJS, Adobe CQ, Bootstrap CSS framework, jQueryMobile, REST, AdobeCQ, Jasmine, Mongo

·         Demonstrated ability to develop websites that work across multiple browsers and platforms

·         Working knowledge of online marketing tactics, industry trends and user behavior including search, email and social networking platforms

·         Working knowledge of user experience and content management systems

·         Ability to lead and contribute to process improvement projects involving online applications and tasks

·         Experience with mentoring web designers and non-technical team members

·         Excellent written and oral communication skills

·         Ability to lead to plan, organize, direct and control projects as the project lead

·         Other related skills and/or abilities may be required to perform this job

OTHER REQUIREMENTS

·         May be required to work after normal business hours including weekends to support press release distribution, resolve website issues or support IT maintenance activities
